The birth announcement went out to shepherds.  The religious elite did not get the announcement, but humble, working class Shepherds heard the glad tidings.  Jesus’ primary ministry was to the poor and the working class.  They had been marginalized by people who thought they were better than lowly folks.  Now they have received a message that must be conveyed “to all people,” Jew and Gentile, citizen and alien, rich and poor, strong and weak, rulers and outcasts.  What is announced to us, we must announce to all.

“And in the same region there were shepherds out in the field, keeping watch over their flock by night.  And an angel of the Lord appeared to them, and the glory of the Lord shone around them, and they were filled with great fear.  And the angel said to them, ‘Fear not, for behold, I bring you good news of great joy that will be for all the people. For unto you is born this day in the city of David a Savior, who is Christ the Lord”. (Luke 2:8–11 ESV)
