Luke 4:18a “The Spirit of the Lord is on me, because he has anointed me to preach good news to the poor.”
Jesus was anointed with the Spirit to be the Messiah (Anointed One). He went forth in that anointing to announce good news of the arrival of the Kingdom of God. The poor had been trampled down by the religious structures of the day as well as the empire. Jesus came to announce a place where the poor were received, a place where they were somebody. He declared that the Kingdom of God belonged to them. Jesus revealed that the Father is one who the poor. Matthew 25 revealed to us that Jesus comes to us as the poor.
